LinQuest is seeking a Senior Program Manager to join our team in Albuquerque, NM supporting the Air Force Nuclear Weapons Center Air Delivered Capabilities Directorate. An active DoD Secret clearance is required.

The Senior Program Manager (PM) will be responsible for the overall management of a 20-person contract, including engineering support, studies and analyses, weapon program management, cybersecurity management, and stockpile sustainment. The PM manages the cost, schedule and technical performance of contracts under his/her portfolio. They must be able to provide guidance, direction, and execution management of these contracts to include working closely with functional leaders within the Corporate matrixed organization to ensure the program is properly staffed with personnel that have the right skill sets and behaviors. The Program Manager will also be responsible for supporting overall business growth with LinQuest. The Program Manager oversees the functions and team members of a program, including, responsibility over daily operations, financial results, program execution within the business units, compliance with contract terms, regulations, and internal policies.

The Senior Program Manager shall possess project manager experience, including experience in personnel supervisory and/or personnel resource allocation experience and/or contract management. They will support the Government in execution of program management functions (i.e., development of Statements of Work (SOWs) and Performance Work Statements (PWSs), Acquisition Strategy, etc., for various contract efforts.

Responsibilities:

  • Serve as the face of the company to our government customer
  • Lead teams, including subcontractors in the execution of multiple projects simultaneously
  • Interface with government leadership to obtain and clarify contract requirements; maintain responsibility for the daily control and supervision of all contract members
  • Analyze Performance Work Statement (PWS) and ensure all contract members are keenly aware of required support to the government client as laid out in the PWS
  • Ensure all Contract Data Requirements Lists contained in the PWS are executed to the highest quality and completed as directed by the contract
  • Ensure all contract financials are executed per the contract and reported per contract direction
  • Conduct interviews and assist in making hiring decisions
  • Participate in business development and proposal writing
  • Lead the strategic and tactical initiatives on the assigned program
  • Manage the day-to-day operation of the program
  • Manage program resources to ensure program performance to contract expectations
  • Manage key relationships with government program management
  • Manage the evaluation of program performance
  • Manage and guide sub-contractors to ensure contract performance
  • Manage and implement innovation initiatives
  • Coordinate across company verticals to share best practices
  • Ensure company leadership has visibility to any program issues that may affect company reputation, branding, relationship, and CPARS results
  • Manage, administer, and evaluate programs, policies, and procedures in the required program areas.
  • Collaborate with leadership to ensure alignment with company policies
  • Manage issues, risks and opportunities, assisting team members in removing roadblocks and communication to management about issues that cannot be resolved.
  • Manage the program schedule documenting detailed tasks for each functional area, responsibility for the task, begin and end dates, and percent complete
  • Document critical path and supervise weekly to ensure schedule is maintained, and document actions to recover programs that are behind track
  • Support business development activities to increase use of the task order ceiling
  • Create project descriptions; identifying problem sets with associated solutions to the customer
  • Multiply and grow funding opportunities with the customer
  • Provide technical support and leverage technical background to contribute to each project

Required Skills and Experience:

  • BS/Masters in STEM field from accredited institution(s)
  • Must have current program/portfolio management experience
  • 10+ years of relevant experience relating to Aerospace and Defense projects, such as major weapons systems or major programs (e.g., Acquisition Category (ACAT)).
  • Ability to multi-task and prioritize activities by levels of importance and suspense dates
  • Firm understanding of execution year dollars
  • Ability to multi-task and prioritize activities by levels of importance and suspense dates
  • Ability to work with a team of multi-disciplined specialists
  • Excellent interpersonal and communication skills and proven ability to work effectively with all organizational levels, including a matrixed environment
  • An active DoD Secret clearance

Preferred Skills and Experience:

  • Nuclear weapon system experience

Compensation: The salary for this position ranges from approximately $170,000 to $205,000 depending on relevant experience and qualifications.
